Planning notes

The estimator preserves the legacy steel, cladding, footing, markup, and VAT behaviour as closely as possible using the shared `pricing-rules.json` configuration.

Live supplier matching, map-provider search, 3D interaction, and formal lead submission are intentionally not enabled on this route yet.

Rotation is kept for continuity with the legacy workflow, but it currently informs the planning brief rather than a live map overlay.
